VRock is working to promote an enabling environment for the development of strong, effective, and inclusive subnational government in Nepal that benefits all, including women and marginalized groups. We are supporting the transition of the recently formed subnational governments towards a more responsive, sustainable and accountable unit that could innovate new ways of financing and managing their infrastructure, raise local resources, access alternate resources and deploy a range of legislative measures.

VRock is involved in implementation of municipal projects through Public Private Partnerships (PPPs) and helping municipalities to structure the institutional, legal and policy framework that fosters a favorable legislative environment for public and private sectors at subnational levels.

Having drafted the Public Private Partnership Act for Municipalities , 2075 (passed by Municipal Councils of all partner Municipalities) – the efforts include building capacities of municipality staff to carry out PPP projects through establishment of PPP Units, workshops and training and equipping them with the knowledge and access to alternate sources of municipal financing.

We are currently implementing strategic set of activities designed to enhance the technical capacity of three municipalities – Bharatpur Metropolitan City (Bagmati Pradesh), Waling Municipality (Gandaki Province) and Birendranagar Municipality (Karnali Pradesh) to transform the economic governance within these units by broadening and deepening financial autonomy and project implementation capacity under PPP, during and beyond project period.
Similar efforts have recently begun with Damak Municipality(Province 1) as well, on their request.
